How this is measured

Weekly changes in the pre-tax pump price (EU Oil Bulletin) are regressed on the current and previous 12 weeks of crude price changes, with rises and falls entered separately. Crude is Brent converted to euro per litre and averaged over the week before each bulletin date. The shaded range comes from re-running the model 300 times on resampled data. Taxes are left out because they are mostly fixed per litre and do not follow crude.

The gap above crude covers refining, transport and retail margin together. A rise in refiners' margins shows up here even if retailers' own margin did not change.
